feat: add automated Docker build and push workflow

- Add GitHub Actions workflow for Docker Hub publishing
- Support multi-platform builds (linux/amd64, linux/arm64)
- Auto-tag with semantic versioning and latest
- Include build caching and Docker Hub description sync
- Trigger on main branch push and version tags
